Enable server-side content fetching

When enabled, the Adobe Flash content is obtained through the server, rather than from the user device. This also enables the automatic fallback to server-side content fetching when client-side content fetching fails.

Content fetched from the server can also be cached on the client depending on the chosen setting. This can configured to never cache server content, cache it temporarily for the life of the session, or cache it persistently across sessions.

Supported on: ADMX Migrator encountered a policy that does not have a supportedOn value.
